What Are CELPIP and IELTS?

CELPIP

Canadian English Language Proficiency Index Program

A fully computer-based English test created by Paragon Testing Enterprises at the University of British Columbia. Available in two versions: CELPIP General (all four skills) for permanent residency, and CELPIP General LS (Listening/Speaking only) for citizenship.

IELTS

International English Language Testing System

A globally recognized English test managed by the British Council, IDP, and Cambridge Assessment English since 1989. Two versions: Academic (university) and General Training (immigration/employment). Only General Training is accepted for Canadian immigration.

Important: Both tests assess the same four skills (Listening, Reading, Writing, Speaking) and both convert to Canadian Language Benchmark (CLB) levels, which IRCC uses for all immigration programs.

CLB Score Conversion Table

CELPIP scores map directly to CLB levels (CELPIP 9 = CLB 9). IELTS requires skill-specific conversions with varying thresholds — notably, IELTS Listening demands 8.0 for CLB 9 while other skills need 7.0.

CLBCELPIPIELTS (by skill)
ReadingWritingListeningSpeaking
CLB 10108.07.58.57.5
CLB 997.07.08.07.0

CLB 554.05.05.05.0
CLB 443.54.04.54.0

Express Entry CRS Points Impact

Language proficiency is the largest single CRS factor. Points are based on CLB level, not which test you took — so CELPIP and IELTS earn the same points at the same CLB level.

CLB LevelPer Skill (with spouse)Per Skill (without spouse)
CLB 4-566
CLB 689
CLB 71617
CLB 82223
CLB 92931
CLB 10+3234

Example: Improving from CLB 7 to CLB 9 in all four skills increases your CRS by 56 points (without spouse) — potentially the difference between receiving an ITA or not.

Which Test Is Easier?

Neither is officially easier — both measure the same proficiency standards. However, your background and preferences can make one feel more comfortable than the other.

CELPIP may feel easier if you:

Prefer computer-based testing
Are comfortable with Canadian English accents
Like multiple-choice format (no spelling worries)
Feel anxious speaking face-to-face with an examiner
Want fewer question types to prepare for
Already live in Canada and recognize the scenarios

IELTS may feel easier if you:

Have a British English background (school/work)
Prefer diverse question formats
Feel more confident speaking with a real person
Like reading questions before the audio plays
Have extensive essay-writing experience
Previously studied IELTS materials

8 Reasons to Choose CELPIP

1

Single-Sitting Completion

All four sections completed in one 3-hour session. No separate speaking appointment to schedule.

2

Private Speaking Test

Record on a computer in a private setting. No face-to-face examiner pressure.

3

Direct CLB Mapping

CELPIP 9 = CLB 9. No conversion math needed — the number is the same.

4

Faster Results

4-5 business days versus up to 13 days for paper-based IELTS.

5

Canadian English Only

No accent variety confusion. Exclusively Canadian pronunciation and vocabulary throughout.

6

Canadian Content

Scenarios reflect actual Canadian workplace, community, and civic situations.

7

Fewer Question Types

About 3 question formats versus 10+ for IELTS. Less test-strategy memorization required.

8

No Spelling Penalties

Listening and Reading sections are entirely multiple choice. Spelling accuracy is irrelevant.

When to Choose IELTS Instead

IELTS may be the better choice in specific situations:

Need scores for non-Canada destinations (140+ countries)
Applying to universities that require IELTS Academic
Limited CELPIP test centre availability in your area
Prefer face-to-face speaking with a real examiner
Want the paper-based test option
Have a British English background from school or work
